A wave of gruesome murders is sweeping Tokyo. The only connection is a bloody X carved into the neck of each of the victims. In each case, the murderer is found near the victim and remembers nothing of the crime. Detective Takabe and psychologist Sakuma are called in to figure out the connection, but their investigation goes nowhere. An odd young man is arrested near the scene of the latest murder, who has a strange effect on everyone who comes into contact with him. Detective Takabe starts a series of interrogations to determine the man’s connection with the killings.

Set on the island of Kyushu, it tells the story of successful high school student Riki Fudoh, who leads a double life in organized crime. With his gang of underage assassins (forerunners of the kiddie killers in Dead or Alive 2 (2000), including five-year-olds with hand guns and a teenage stripper shooting deadly darts from her vagina) he not only controls the goings-on at his school, but aspires to take over criminal affairs on the entire island. Fudoh’s true motivations are not just a lust for power. An extensive flashback at the film’s opening shows how as a child he witnessed the grisly murder of his older brother at the hands of his yakuza boss father and his subsequent wish for revenge. Buckets of blood flow (literally) when Riki and the kids start an assassination campaign against the top figures of the local yakuza, with his father as the ultimate goal. Sawaki is a postman who’s not quite thrilled about his boring way of life. But his life is about to change when he delivers mail to his old schoolmate Noguchi, who’s now a member of the Yakuza, the Japanese Mafia, and just finished cutting his little finger off. Sawaki stays only for a short time and Noguchi manages to smuggle a package full of drugs into Sawakis bag. And, like that’s not enough, accidentally his separated finger falls into Sawakis bag too. Because Noguchi has been spied out for quite a while by the police, they think that Sawaki has something to do with his criminal schemings and decide to stick onto his feet. When Sawaki bonds with the fatally ill hit man Joe, it’s clear for the police what he must be: A schizophrenic-paranoid, perverse drug dealer, murderer and even terrorist sent from the Yakuza!

He steals isotopes from a nuclear reactor and manages to create two warheads, but at the same time is present at a botched school-bus hijacking and is publicly coronated as a hero. Nevertheless, he uses the bombs to extort the police, first by demanding that baseball games be shown without commercial interruptions and then by having the Rolling Stones play in Japan despite their drug bust. Soon it’s a race to see what wins first: the determined cop who’s after him, the bomb he’s carrying, or a burgeoning case of radiation poisoning…
